Organization

                  17. (a) Each districts shall have District Committees constituted with officers posted at different offices, viz. office of the District Inspector of Schools (Primary & Secondary) and in Education Directorate. West Bengal, with all its units – the Education Directorate being considered as a separate District for the purpose of organization.

                   Sub-divisional Committee may also be formed in the districts having more than two sub-divisions with the intimations to the Central Committee.  A Sub-divisional Committee shall consist of not more than five members and not less than three members. One President, one Sub-divisional Secretary and one Treasurer shall be elected.

                 (b) The District Units shall elect the District Committee from amongst the members in the Biennial Conference of the District.

               (c) The District Committee shall not in any case exceed fifteen members the minimum number of members being three consisting of the President, the Secretary, and the Treasurer. Two Vice Presidents. one Joint Secretary and two Assistant Secretaries may also be elected, if necessary, as the members of the District Committee.

               (d) Each District Committee shall elect an Auditor who shall not be the member of the Committee.

              (e) Above the District Committee, there shall be State Council and the members from the District to the State Council shall be elected in the District Conference on the basis of proportion of the members 1:10 and a major fraction thereof excluding the Secretary of the District Committee who shall be an ex-officio member of the State Council subject to the condition that there shall be at least three members excluding the Secretary of the District Unit for each District and the State Council.

            18. (a) The names of the members of the State Council shall be announced in the State Conference for ratification.

               (b) The State conference shall elect by vote if necessary, an election officer who will arrange for the election of the office-bearers and members of the Central Executive Committee in its meeting of the State Council. Pongo py

         19. The State Council in its first meeting shall select by secret ballot. if necessary, one President, two Vice Presidents, one General Secretary, one Joint Secretary, three Assistant Secretaries, three Organizing Secretaries, one Treasurer, one Office Secretary and fifteen members of the Central Executive Committee of the Council. One internal Auditor shall also be appointed by the CEC in its first meeting who shall not be a member of the State Council. The Secretaries of the District units and the Zonal Committees shall be the Ex-officio members of the CEC. No office-bearer of the CEC shall hold the office of the Zonal, District and Sub-divisional Committees.

            19. (a) The Central Committee may co-opt not exceeding maximum 7(seven) members at its first meeting.

           19. (b) The Central Secretariat shall consist of the following members: one President, two Vice Presidents, one General Secretary. One Joint Secretary, three Assistant Secretaries, three Organizing Secretaries, one Treasurer, one Office Secretary and five members from the Central Committee elected by the CEC in its first meeting.

          20. Any member of the State Council shall cease to function as a representative from the particular district represented by him/her consequent upon his /her transfer from the particular district. He/she will continue to be a member of the State Council. In such case, the district from which the member had been transferred may elect another representative to the State Council.

             21.  A member of the District Committee/State Council/Central Executive Committee will loose his/her membership if he/she remains absent from three consecutive meetings of the respective committees without assigning any reason.

             22. In case of causing any vacancy of an ordinary member in the CEC of the District Committee on account of cessation/ expulsion/transfer etc. the respective committees may co-opt a member from amongst the members of the Unit/Council to fill up the vacancy. But in case of causing a vacancy in the post of office-bearer, the post should be filled up by election by secret ballot, if necessary. In case of retirement of an office-bearer. either in the State level or in the District level, he/she will continue his/her full term of the post if he/she desires to.

Function:

          23. The first meeting of all the newly constituted committees shall be convened by the newly elected Secretary extending with members of the old committee within thirty days from the date of approval of CEC. In this meeting the secretary of the outgoing committee will make over the charges to the new Secretary failing which the new Secretary will assume the charge.

           24. District Committee whose term of office will be for two years shall implement in its sphere the directions of the Central Committee, collect subscriptions and donations from the members of the Committee in its district. It shall convey to tits members information regarding the activities of the Association and also bring to the notice of the Central Committee all its local problems. The District unit shall be responsible for proper organization of the district in its sphere. It shall also be responsible for collections from members of the district unit.

            25. The District Committee shall be responsible for dealing with the local problems and if necessary in collaboration with the Central Committee, shall meet local problems as far as possible. The decision taken regarding any local difficulty shall be to the Central Committee.

               26. (a) The State Council whose term of office be for two years shall be the highest executive body of the Association. It shall be responsible for proper organization of districts and collection of funds. (b) The Central Committee shall implement the policy of the Association as directed by the Conference/State Council and issue timely directions to the members. The Central Committee shall be responsible to the State Council in all matters affecting the interests of the Association.

               27. (a) The President of the committee will preside over all meetings. During absence of the president one of the Vice Presidents shall act and preside over the meeting. In absence of the both the President and the Vice Presidents, any member selected by the members present will preside over the meeting. Ordinarily the General Secretary in consultation with the Secretariat shall carry on the day to day business of the Central Committee. Any decision of the secretariat shall have to be ratified in the very next CEC meeting. The Central Committee shall assign duties to the other members of the secretariat. The General Secretary shall be entrusted with the duty to make public contact and press cast in consultation with the CEC in addition to his normal duties.

             27. (b) The Assistant Secretaries and General Secretary shall be independent in their respective spheres of activities and shall be responsible to the Central Committee and the State Council individually and jointly.

             28. The Central Committee shall have the power to form Sub committees for consideration of matters of special interest and also to frame rules, bye-laws, if needed subject to ratification by the Conference provided that no such rules and bye-laws are inconsistent with the fundamental rules laid down herein. In the election of members to various Committees and delegates. simple majority shall be the deciding factor.
