Membership

Members: 8(a) All officers in the Education Service (Inspection Branch), serving in the Districts. in the Education Directorate or deputed to West Bengal Board of Secondary Education, West Bengal Council of Higher Secondary Education, West Bengal Board of Madrasah Education and such other Boards and Councils under the Government of West Bengal as defined in clause (2) are eligible for membership of the Association. Any other officer or category of officers not falling within the definition may be enrolled as member(s) on the recommendation of the Central Committee subject to the approval of the Conference.

    8(b) The membership of any member shall be continued/ retained automatically even after promotion to the post of WBSES.

    8(b)(i): The membership of any member may be retained even after retirement subject to certain conditions. They shall be continuing as members as long as they shall desire simply by remitting regular subscriptions/donations like any other members of the Samity subject to the approval of the District Committee and also CEC. But these members will have no right to elect and also to be elected in any type of election procedure of the Samity. Membership of such members may be transferred to his/her home district as per his/her desire, subject to the approval of the District committee and also CEC.

  1. Each member shall take an oath of allegiance to the Association by signing declaration in triplicate in the form annexed to these rules and pay monthly subscription regularly. He/she may also be required to pay donation as may be fixed by the Central Committee/District Committee from time to time for meeting the emergencies.
  1. The membership of each member shall have to be scrutinized and reviewed every year by the District Committee for maintaining a correct membership list and send to the CEC for ratification and record.
  1. The membership of the Association shall cease by – (a) expulsion. (b) default of payment of monthly subscription for continuous six months and. (c) Resignation, subject to the approval of the CEC.
  1. A member may be expelled for any act detrimental to the interest of the Association by the Central Committee on receipt of a recommendation of the District Committee or on consideration of a report from a member of the CEC.

  13. (a) Membership may be revived on payment of arrears subscription and renewal of membership subject to the recommendation of the District Committee concerned and approval of CEC.

  13. (b) In case of transfer of any member from any district the District Committee will issue a certificate to him/her certifying his/her membership and he/she shall be listed as a member of the District to which he /she shall join without payment of any admission fee provided that he/she clears out the up-to-date membership subscription that may remain due from him/her to any of the two District Committees.

   13. (c) While taking part actively as vanguard in the work and movement of the Samity and for that reason, if any member is victimised, such as dismissed or retrenched from the service or suspended and is not engaged in any other service, he/she shall be eligible to continue as member or office bearer as the case may be, of the Samity.

   14. An expelled member shall have the right to appeal before the Tribunal as stipulated in Clause 5(e) for reconsideration of his/ her case. The decision of the Tribunal will be final and binding upon all.

Rights and Duties of a Member:

Rights:

     15. (i) Every member, save and except the members defined in Art. 8(b)(i) shall have the absolute right to elect or to be elected to any position.

           (ii) Every member shall have the right to express himself in the interest of the Association before their respective committees. (iii) Every member shall have the full right to protest before the Association, constitutionally any action of the Association which he/she may think to be unconstitutional and/or prejudicial to the interest of the Association and/or affect his/her service condition.

Duties:

     16. (i) A member should not make any statement before the public that may damage the image of the Association to the public and/or stand to the ways of the Association.

            (ii) He/she shall renew his/her membership every year within the year ending on 31st March of the year and pay regular monthly subscription and donation etc.

            (iii) He/she shall take active part in the activities of the Association.

           (iv) He/she shall discharge honest, faithful and sincere duties in the service to the Government and public.

          (v) He/she shall participate in and implement programmes and directives of the Association when called for.

        (vi) He/she shall refrain from doing anything prejudicial to the aims and objectives of the Association and shall faithfully follow the provisions of the Constitution of the Association.
