Work Chart of School Inspectors under Directorate of School Education, West Bengal

 Duty & Responsibility of Joint Director of School Education:

  1. Handles the day-to-day correspondences with different external and internal agencies.
  2. Deals with the RTE act,09 matters in state level.
  3. Responsible for the preparation of annual action plan and to monitor the state level activities.
  4. Prepares the teaching learning guidelines and organize orientation and training Programme for various level. Acts as State Level Nodal officer for Academic Inspection.

Duty & Responsibility of Deputy Director of School Education:

  • DDSE (Admin):

  1. Entrusted with appointment of Sub-Inspector of Schools and Assistant Inspector of Schools ,
  2. Promotion of SI/S to AI/S,
  3. Transfer of SI/S & AI/S,
  4. Delegation of charge of the district or sub-district level WBES officers (Inspection Branch),
  5. Appointment, promotion and transfer of Gr.-D staff and Gr.-C staff
  6. Dealing with vigilance cases,
  7. ACR / SAR of the officers,
  8. Fixation of pay and allowances of officers under School Education Directorate,
  9. Medical bill reimbursement,
  10. Pension cases of all officers under DSE,
  11. School Inspection, School Management.

  • DDSE (Grant-in-Aid):

  1. Entrusted with releasing salaries of Teaching and Non-Teaching employees of Govt. Aided and Govt. Sponsored and D.A getting Secondary schools.
  2. Matters relating to service condition and financial benefits, Died-in-harness cases of secondary schools.
  3. Submission of vacancy to WBCSSC.
  4. Consideration of non-recurring grants.
  5. Teacher Transfer.
  6. The most important portals for School Education Department “Banglar Siksha Portal”, “IOSMS” and “Utshasree” is being looked after by this section.
  • DDSE (Basic):

  1. Entrusted with all issues related to Primary Teachers’ Training Institutes (PTTI).
  2. “Siksha Ratna” award.
  3. Looks after the NMMSE Scholarship, Swami Vivekananda Scholarship.

  • DDSE (Rural Primary):

  1. Entrusted with releasing salaries Teaching staff of Primary School,
  2. Employees of District Primary School Councils (DPSC),
  3. Approval of panel for appointment of staff in DPSC,
  4. Issues related to Sanskrit Tol, Santhali medium schools,
  5. Law matters related to primary schools,
  6. Capital grant.
  7. Teacher Transfer.

  • DDSE (Junior High):

  1. Responsible for the up-gradation of Jr. High School to High School.
  2. All matters related to Jr. High Schools,

  • DDSE (Development and Planning):

  1. Responsible for distribution of different types of allotments to the DDOs,
  2. Preparation of Budget,
  3. Proposal for requirement of fund,
  4. Teachers’ Day celebration (Siksharatna),
  5. National Award for teachers,
  6. Distribution of NTB,
  7. Looking after the Bangla Sahayata Kendra (BSK),
  8. Student Credit Card Scheme (WBSCC)

  • DDSE (Higher Secondary Section):

  1. Responsible for Up-gradation of schools to HS level.
  2. Public grievance redressal,
  3. Training (ATI) and exam. related issues,
  4. Issues related to MHRD, GoI, NUEPA, NCERT, Parliament and Legislative Assembly questions,
  5. School safety related issues,
  6. Health related issues in schools,
  7. Issues related to Human Rights Commission,
  8. Issues related to Child Rights Commission,
  9. Issues related to RTE Act, 2009,
  10. English medium schools etc.

  • DDSE (Boys High):

  1. Deals with issues related to Govt. Schools,
  2. New Integrated Govt. Schools (under BRGF Scheme) and Model Schools,
  3. Hostels,
  4. Appointment, transfer, fixation of pay and allowance, promotion, leave and pension of the HM and Asstt Master /Mistress of Govt schools,
  5. release of capital grants etc.

  • DDSE (Anglo Indian Section-AIS):

  1. Responsible for issuance of NOC to the non-govt. unaided schools,
  2. Issues related to private schools,
  3. Issues related to Vishakha guidelines,
  4. Issues related to RTI Act-2005,
  5. DA getting Anglo-Indian Schools etc

  • DDSE (LAW, Rehabilitation and Welfare):

  1. Responsible for all the issues related to law matters of primary, Jr. High secondary and higher secondary schools, etc.

  • DDSE (Physical Education):

  1. Responsible for the issues related to the Physical Education,
  2. Issues of DOPE & YW and DOPE.,
  3. Organizing district level sports and sometimes different awards for the schools etc.

  • DDSE (National Text Book):

  1. Responsible for printing of Text Books for schools. As well as distribution of Text Books and exercise books. Beside Text Books this section also deals with the distribution of School Bags, Uniform and Shoes.

  • DDSE (Inclusive Education of the Disabled at Secondary Stage- IEDSS):

  1. Deals with student-oriented components, such as medical and educational assessment, books and stationery, uniforms, transport allowance, reader allowance, stipend for girls, support services, assistive devices, boarding the lodging facility, therapeutic services, teaching learning materials, etc.
  2. Other components include appointment of special education teachers,
  3. Allowances for general teachers for teaching such children,
  4. Teacher training,
  5. Orientation of school administrators,
  6. Establishment of resource room,
  7. Providing barrier free environment, etc.

Duty & Responsibility of Assistant Director of School Education:

  1. ADSE are the helping hand for DDSE. They handle all the relevant works for the respective section. In DSE some ADSE are leading a few sections also, as example the CMRO section of Commissioner of School Education is completely being handled by an ADSE

Duty & Responsibility of District Inspector of Schools:

The District Inspector of Schools is the sole responsible authority to execute and implement educational policies for the betterment of education in the interest of children, teachers, schools in respective of educational district. Normally jurisdiction of the District Inspector of Schools is similar to that of the general administrative district in the field of education.

Academic:

To execute all the educational inspection and planning accordingly. Conducts various training for District Level Training Program related to education. To create various modules related to school education, assist in implementing inspection module for inspectorate cadre along with compilation from different ground level of sub district related to school education. 

Administrative:

Responsibilities of District Inspector of Schools (S.E.):

  1. The District Inspector of Schools is the DDO of the establishment and of Schools. The authority to disburse Grant In Aid to schools. Sub allotting funds to the sub divisional offices.
  2. Maintaining service book of the employees of his own establishment and of the officers and other staff of sub divisional offices. Keeps the record of every statistical educational data.
  3. Pension Sanctioning Authority of all teaching and non-teaching staffs along with his/her own staffs.
  4. Disbursement of funds to secondary and H.S. schools for infrastructural development, academic development, library grants, laboratory grants etc. Holistic development of school establishment.
  5. Implementation of RTE Act 2009. First appellate authority of own establishment in respect of RTI Act 2009.
  6. The authority of teachers transfer through UTSASHREE.
  7. Looks after scholarship’s programs like NTSE, NNMSE, SVMCM etc. Monitor and supervise incentives like KANYASHREE, SIKHSHASHREE, AIKYASHREE etc.
  8. The appropriate authority for organizing various exams in the district. Organizes district level Youth Parliament Contest. Shiksha Ratna program, National Teacher’s Award
  9. Supervises the CMDM program. Plays important role in WIFS and RBSK program.
  10. Controlling authority of the secondary and higher secondary teachers in the district. Responsible for various legal issues at his level at an earliest.
  11. Responsible to execute the policies taken by WBBSE, WBCHSE, WBBME.

Responsibilities of District Inspector of Schools (P.E.):

  1. West Bengal Govt. / Govt. aided / Govt. sponsored Primary Teachers Training Institute (PTTI) are affiliated to WBBPE, recognized by NCTE, controlled by the DI/S (P.E.) of the district concerned.
  2. The Drawing and disbursing officer of own establishment. Maintaining service book of the employees of his own establishment and of the officers and other staff of Circle offices.
  3. Pension Sanctioning Authority.
  4. Disbursement of funds to primary schools for different purposes like infrastructural development, academic development, also library grants ,laboratory grants to the PTTI. Monitor the holistic development of primary school in the interest of teaching and learning of students.
  5. Implementation of RTE Act 2009. First appellate authority of own establishment in respect of RTI Act 2009.
  6. Look after NTB distribution in the district. Keeps the record of every statistical educational data.
  7. Authority of organizing various exams in the district like D.El.Ed. Shiksha Ratna Award, National Teachers Award for primary teachers.
  8. Supervises the CMDM program. Plays important role in WIFS and RBSK program.
  9. Responsible for various legal issues at his level at an earliest.
  10. Responsible to form DLIT or recognition of Private primary schools.
  11. District Inspector of Schools (P.E) is the ex officio of District Primary School Council (DPSC), perform the role of Secretary. Responsible for teacher Transfer through UTSASHREE.

District Project Officer/District Education Officer:

  1. The District Project Officer is the head of Samagra Shiksha Abhijan. Main function is infrastructural development of all types of Schools /Madrasah including SSK, MSK ; implementation of SSA program; Monitoring integrated education for the CWSN and SWSN Children ; has to organise training related to SSA  .

Additional District Inspector of Schools:

Additional District Inspector of Schools is responsible authority for execution and implementation of the policies for the betterment of education in the Secondary and Higher Secondary level. Normally the Geographical  jurisdiction of Additional District Inspector of Schools is similar to the jurisdiction of the Sub Divisional Magistrate.

Responsibilities of Additional District Inspector of Schools (Secondary Education) Subdivision level:

  1. Acts as Academic and Administrative Inspector of Secondary and HS Schools at Sub Division Level.
  2. Performs DDO functioning for Secondary and Higher Secondary school under respective jurisdiction.
  3. Responsible for maintaining account of Provident Fund (GPF) of the teachers of Secondary, Higher secondary Schools and recognized madrasah. Responsible for reconciliation of PF accounts with the treasury.
  4. Authority to nominate and send the proposal of administrator/DDO of Secondary, Higher Secondary Schools and recognized madrasah or to constitute the School Managing Committee.
  5. Responsible authority to enquire into the matter regarding sanctioning the post of Assistant Headmaster/Headmistress of a school, enquires on retention or abolishment of sanctioned additional post of teachers, enquires on  the matter of introduction of Lab based Subject / Stream at HS Level .
  6. Monitor, supervise Mid Day Meal program.

Responsibilities of Assistant Inspector of Schools posted at Community Development Block / Borough / Municipality:

  1. To monitor and supervise MDM program and academic inspection of primary and secondary schools under the jurisdiction of community development block or Borough or municipality and implement many government programs related to education under the block or municipality.

Responsibilities of  Sub Inspector of Schools:

The Sub-Inspector of Schools is the sole responsible person for executing and implementing government policies regarding education in the schools up to Higher Secondary level under jurisdiction.

The Sub-Inspector of Schools has the pivotal role in the school education system, performs duty at the Educational Block identified as Circle/ CLRC 

Academic:

  1. Inspection and supervision of schools from primary to higher secondary including SSK and MSK.  Supervise the role of the teachers in the process of teaching learning in order to follow the curriculum.
  2. Conducts different types of survey especially academic and statistical as and when required by the government.
  3. Responsible to conduct Educational Seminar for the betterment of the teachers as well as the betterment of the students i.e. for the betterment of education as a whole.
  4. To conduct action research studies and to take up corrective measures.
  5. Responsible to organize teachers training for in service teachers including Headmasters/headmistress.
  6. Has important role in conducting secondary and Higher Secondary examination. Conducting The Different types of academic examination like Jawahar navoday Vidyalay Entrance Examination, National Talent Search Examination, NMMSE and different types of scholarship examination.
  7. The annual sports for the students of primary schools including SSK and MSK.
  8. Propagate and guiding online, in AIR, tele medium classes to ensure Learning from Home to the primary, secondary and higher secondary students.

Administrative:

  1. In the case of school administration, the Sub-Inspector of Schools and the Assistant Inspector of Schools are functioning as the secretaries of the Jr High Schools, in Secondary Schools & Higher Secondary Schools, also functioning as the President of the School Managing Committee & in absence of School managing committee functioning as the administrator of school.
  2. The Sishu Siksha Kendra (SSKs) and the Madhyamik Siksha Kendra (MSKs) previously run by the Panchayat Department also currently came under the Department of School Education which resulted in administrative expansion of School Education.
  3. Vishakha Committee: Final disposal authority if the chairman of Vishakha Committee is unable to take any decision on the complain of Women Harassment in circle office or in any school under the jurisdiction of concerned.
  4. As per RTI Act 2005 The sub inspector of schools is the first appellate authority of his/her own establishment as well as for the primary schools under the circle jurisdiction.
  5. DPSC Matters :  From recruitment to retirement of teachers the Sub Inspector of Schools plays a vital role as an important organ of DPSC.As per RTE Act ,2009 Sub Inspector of Schools has to move to HA for recruitment of teachers and Head teachers in primary schools, sometime has to depute teacher temporarily.The Sub Inspector of Schools draws the salary in favour of the teachers of the primary schools under his/her circle. Allows teachers benefit like ROPA,  18 Year benefit, GPF advance etc. Initiates retirement benefit like Pension, family pension , final payment of GPF, final payment of GSLI etc. Died in-Harness Responsible authority to maintain service books of the primary teachers and preserve the same in the office.

E-governance :

  1. Banglar Shiksha Portal (BSP): Banglar Shiksha Portal is the dream project to digitalize the education system as a part of e-governance for providing the best service to the students and other stakeholders. The Sub-Inspector of Schools is the administrative head of Banglar Shiksha Portal for all the schools under jurisdiction. He has the responsibility to monitor the distribution of incentive to the beneficiaries through BSP like Uniform Grant, NTB, Shoes etc.
  2. School Management System (SMS): School Management System portal simultaneously run along with the Banglar Siksha Portal under the supervision of Sub-Inspector of schools. Academic supervision is done through SMS portal.
  3. Utsashree :  Verification of  authenticity of the application and forward the same to the HA  or send back to the applicant in case of primary school teacher.
  4. E-Pension: SI/S has to initiate pension and gratuity so that the teacher gets his/her post-retirement benefits in due time.
  5. NTB: NTB are management through BDMS Portal

Implementing agency of Government Scheme / Programme:

  1. Duare Sarkar and Students Credit Card: The Sub Inspector of Schools has a vital role to make the Dream Project of the Government of West Bengal a grand success as a member of the Block Level Task Force in to frame and execute the plan. Responsible Authority to monitor and supervise the scheme of SCC so that willing students can apply for Student Credit Card in Duare Sarkar Camp without any hazard.
  2. Mid-Day Meal Programme: The cooked mid-day meal programme was introduced to support innovation by providing nutrition to the students and to retain them in education system. The sub inspector of schools being the member Convenor of the steering and monitoring committee of CMDMP supervises to ensure proper implementation of the program maintaining hygiene safety and security and advises corrective measures if needed.
  3. Incentives being distributed under direct Monitoring of The Sub Inspector of Schools are -Distribution of Free Text Books, Exercise Book, Test Papers, Diary, Distribution of School Shoes, Uniforms, Distribution of ‘School Bag, Distribution of Sports Equipments in Schools
  4. Sikshasree, financial Support for the students of Scheduled Caste and Backward Classes; Aikyashree for minority students; Pre- Matric Scholarship for Minority Students; Swami Vivekananda Merit-cum-Means Scholarship schemes are implemented by active monitoring of the The Sub Inspector of Schools
  5. KANYASHREE, SABOOJ SATHI – these international prize wing Programmes are implemented by the The Sub Inspector of Schools directly.
  6. Taruner Swapno:  Tab Distribution , to the students at HS level during COVID-19 Pandemic is done by the school authority,  under the direct supervision of the Sub Inspector of Schools
  7. Board Examinations: Authority to conduct and maintaining secrecy of MP Examination as the officer in charge and as Centre-in-Charge in HS examination. Regarding other public examination: Acts as an officer in charge of various Public examinations like Jawahar Navoday Vidyalay, National Talent Search Examination, examination of Kendariya Vidyalaya
  8. Scholarships Programs Looks after and conducts examination of various scholarship programs like NTSE, NNMSE, SVMCM etc.
  9. WIFS And RBSK: Weekly Iron Folic Acid Supplementation are implemented in all schools under the direct supervision of SI/S. RBSK the student’s health checkup conducted.
  10. Vector borne disease: Sanitization and awareness on vector borne disease like Dengue, Malaria, Leprosy and any School related awareness program like implementation of COTPA.

Responsibilities of SI of Schools as Circle Project Co Ordinator:

  1. Monitoring and supervise in service teachers training of all teachers including SSK and MSK teachers
  2. To provide continuous support by implementing pedagogical and other interventions at school level for enhancement of performance of the teachers.
  3. Ensuring admission and retention to each and every child in schools from   6-14 years (now 5-18 years) irrespective of their caste, religion, occupation gender etc. as per RTE Act 2009.
  4. Enrolling drop out students and never enrolled child in age appropriate class in neighbouring school. 
  5. Appropriate authority regarding infrastructural development of school.
  6. Custodian of UIDSE, Child Register.
  7. Monitors SHAALA SISDHHI Program and evaluate schools
  8. Supervises Social Audit.
  9. Organizes Assessment camp for CWSN.
