Bengal Sub Ordinate Education Service Recruitment Rules of 1940 vide Memo No. 618 Edn (A) date: 13-06-1940 published the rules for the recruitment of Sub Ordinate Education Service officers in British India, which have been revised several times since independence and are in the present state. That is, WBSubES Cadre was born in 1940.
The need for uniting the officers in the West Bengal Education Service (Inspection Branch) under single banner was felt from quite a long time. The earlier attempts in this respect were not cent percent successful and the activities of the association formed in the year 1956 were to be kept restricted within cultural and recreational spheres for: obvious reasons.
In view of the above and in consideration of the fact that the officers in the cadre should be organized through various activities of common interests and for the furtherance of education in the State in general, it was decided that the association of the officers should be thoroughly reorganized with wider objectives.
Organizing meetings in British India was tantamount to treason. Even at the time of independence when it was against the law to hold meetings, a temporary association of 10 members was formed on February 21, 1956, which became full-fledged in December 1956 with the formation of the first Ad Hoc Committee of the association. In 1957 the full working committee was formed. General Secretary Ramrenu Mukherjee, then SI of Schools of Bhangar Circle. In September 1958, the first registration of societies under the Society Registration Act of 1860 began. The application form was submitted in February 1960 and the registration of the association was completed in November of that year. The address of the Society at that time was the home address of the Society’s First Hon’ble Ramrenu Mukherjee Mukherjee – 39, Kasundia Road, Howrah, till 1968, when Ramrenu Babu was the Secretary.
Accordingly, the constitution Sub-committee formed on 1st May 1967 at Banipur in the general meeting of the officers from every district including the Education Directorate was entrusted with the work of drafting of the constitution for the Association. In 1968, the new leadership came into charge at the Banipur conference.
While drafting this constitution, the committee duly considered the existing Conduct Rules of the State Government Servants which do not permit any Government servant to be a member of any association. But in view of the change of policy of the Government in this respect and in view of the fact that the recognition of the West Bengal Ministerial Officers’ Association which was withdrawn by the previous Government has since been restored. The present constitution has been framed keeping in view the general principles of the Fundamental Rights guaranteed under the sacred Constitution of India to its citizens and their duties and responsibilities enumerated therein. Due regard has also been paid to various difficulties faced on the process of organization.
This constitution, therefore, stands for organizational progress and its consolidation. The constitution thus framed and enacted shall be looked into or rather considered in its true spirit as a means to an end’. Not a single clause of the constitution shall be viewed, interpreted, and explained as a deterrent to organizational progress but as an acceleration to it. Thus, the main features of the constitution are its elasticity and flexibility. This Constitution shall act as a guiding force towards the attempt reaching the sacred goal as enumerated in the ‘Aims and Objects’.
- The Association shall be called ‘Paschim Banga Vidyalaya Paridarshak Samity’. [The Association of the officers in the Education Service (Inspection Branch), West Bengal
- Officers in the Education service (Inspection Branch hereinafter used as officers’, means and includes all OFFICERS UNDER Education Directorate. Government of West Bengal engaged in the inspection and supervision of the various types of schools in the Districts in all their aspect as well as those attached to the Education Directorate and to the District Offices generally performing official work.
Thus all the officers with the designations Sub-Inspectors of Schools, Jr. Technical Assistants Attached to the Education Directorate (recruited from the S.I. of Schools). Assistant Inspector of Schools, Senior Technical Assistants attached to Education Directorate (recruited from the A.I. of Schools). District and Addl. District Inspector of Schools of the districts, Asst. Director of School Education, Deputy Director of School Education, and officers attached to Education Directorate in the rank of WBES/WBSES and such other posts which may be created from time to time, are included in the above definition
- The term ‘District’ means the Administrative/Educational districts in West Bengal and the ‘Directorate’.
- The word ‘Association’ hereinafter used, will mean ‘Paschim Banga Vidyalaya Paridarshak Samity’.
- (a) The term ‘Central Committee’ will mean the Central Executive Committee of the Association.
(b) The term ‘State Council’ will mean the body constituted by election of requisite number of members of the Association from each district.
(c) The ‘Secretariat’ will mean the body constituted with the President, Vice Presidents, General Secretary, Joint Secretary, Assistant Secretaries, Organising Secretaries, Treasurer, Office Secretary of the Central Committee.
(d) The term Zonal Committee shall mean the Committee for the North Bengal Zone embracing the districts of Coochbehar, Darjeeling. Siliguri, Jalpaiguri. Uttar Dinjapur. Dakshin Dinajpur and Malda.
(e) The term ‘Tribunal’ shall mean a body consisting of three members being selected by the State Council in its first meeting. One of the members will be the Chairman of the Tribunal. The Chairman of the Tribunal shall be a retired person.
(f) The term ” Ashutosh Memorial Committee” shall mean a body consisting of three members nominated by the CEC. Preferably the Chairman shall be a retired person other than a member of the Tribunal. The committee will look after the only benevolent fund of the Samity. Fund may also be raised from outside the members of the Samity.
(g) The term Advisory Committee” shall mean a body consisted with the retired members only, in the State level and also in the District level. The Convener of the respective committee will be nominated by the CEC or by the District Committee as the case may be. Duties and Function of the committee is to be specified by the CEC.
- The Central office of the ‘Association’ shall be located in Kolkata.
