Travelling Allowance (TA) is provided to government employees for travel-related expenses incurred during official travel. Various types of TA are available, including monthly, unconditional, distance, daily, and actual cost allowances, and eligibility is restricted to travel undertaken in the course of public service. The amount of TA varies depending on the employee's pay range, ranging from Rs. 4,100 to over Rs. 16,400. The daily allowance amount depends on the duration of the journey, and personal effects may be carried out in accordance with established regulations. Employees on temporary short transfers are also subject to the same rules, with revised rates applicable in lieu of earlier versions.

Travelling Allowance (TA) Rules (WBSR Part 1) (Synoptic note)

TA (Travelling Allowance) Rule 5(41):

Travelling Allowance (TA) means an allowance granted to a Government employee to cover the expenses which he incurs in travelling in the interest of the public service.

Admissibility of Travelling Allowances:

  1. Journey Shall be made in the interest of Public Service (Rule V (41) of WBSR Part l).
  2. Travelling allowance is compensatory in nature and not a source of profit (Rule7 of WBSR Part Il).
  3. The Controlling authority either issue order or signs advance tour programmer directing the employee concerned to perform tours as per approved tour programme.
  4. In-terms of Memo No.4730-F dt.25.5.99, Govt. employees have been grouped into 5 pay ranges for the purpose of TA entitlements as under:

Group for TA (Travelling Allowance) entitlements with Pay Range:

  1. Rs. 16400 and above.
  2. Rs. 8,000 and above but less than Rs. 16,400.
  3. Rs. 6,500 and above but less than Rs. 8000.
  4. Rs. 4,100 and above but less than Rs. 6,500.
  5. Below Rs. 4,100.

Rule Numbers with Description:

 Drawal of Daily Allowances

Daily Allowance is to be calculated from midnight to midnight.

  1. Journey involving up to 6 hours — No daily allowances admissible.
  2. Journey involving above 6 hours and within 12 hours — 70% of D.A. admissible.
  3. Journey above 12 hours – Full D.A. is admissible.

Subject to the existing provisions in rule 57 of the West Bengal Service Rules, Part-II and in supersession of Finance Department Memo No. 5299-F, dt. 1.6.90, the rate of Daily Allowance is revised as follows:

1. When the Government employee stays in Government / Public Sector Guest Houses, Dak Bungalows or make his own arrangements:

  • For Pay Range Rs.16,400/- and above, Travelling Allowance is Rs.135/- for Ordinary Localities but it is Rs.260/- for Kolkata, Darjeeling District except Siliguri Sub-division.
  • Similarly, For Pay Range Rs.8000/- and above, but less than Rs.16,400/-, Travelling Allowance is Rs.120/- for Ordinary Localities but it is Rs.260/- for Kolkata, Darjeeling District except Siliguri Sub-division.

2. Daily allowances for continuous halts: in modification of Rule 73 of WBSR Part II:

  • Full daily allowance is allowed for First 60 days.
  • Whereas 50% daily allowances are allowed Beyond 60 days and up to 180 days.
  • But no daily allowance is allowed Beyond 180 days.

3. When the Government employee is deputed for training outside his Headquarter, where boarding & lodging not provided:

  • Full daily allowance is allowed for First 180 days.
  • Whereas no daily allowances are allowed Beyond 180 days.

4. When the Government employee is deputed for training outside his Headquarter, where boarding & lodging provided: (Training Institute where boarding & Lodging facility exist):

  • Full daily allowance is allowed for First 30 days.
  • Whereas half daily allowances are allowed for the next 150 days.

  • 25% daily allowance is allowed where Food and lodging are fully provided.
  • 75% daily allowance is allowed where a Govt employee stays in a Govt office and unable to obtain lodging elsewhere. 
  • When Govt employee pays rent for dak bungalow/guest house He will surrender 25% daily allowance and draw rest of the daily allowance together with amount of rent paid.

6. In case of journey on transfer, lumpsum grant and packing allowances:

  • For Pay range 16,400/- and above Lump sum Transfer rent is Rs. 2250.00 whereas Packing allowance is Rs.1500.00.
  • For Pay range 8000/- and above, but less than Rs.16,400/- Lump sum Transfer rent is Rs. 1800.00 whereas Packing allowance is Rs. 1200.00.
  • For Pay range 6500/- and above, but less than Rs.8000/- Lump sum Transfer rent is Rs. 1350.00 whereas Packing allowance is Rs.900.00.

7. Carriage of personal effects on transfer: when personal effects are carried by rail:

  • For Pay range 16,400/- and above the personal effects that can be carried is Full four-wheeler wagon, or 6000kg by goods train or one double container.
  • For Pay range 8000/- and above, but less than Rs.16,400/- the personal effects that can be carried is Full four-wheeler wagon, or 6000kg by goods train or one single container.
  • For Pay range 6500/- and above, but less than Rs.8000/- the personal effects that can be carried is 3000kg by goods train.

8. Travelling allowances for Government employees on retirement: Rule 132 of WBSR Part II (Rule 9 of G.O.No.4730-F dt.25.5.1999)

  • Certain categories of employees are permitted to draw transfer TA for transporting personal effects to the residence from place of duty.

Travelling Allowance for temporary transfer:

  1. Transfer for a short period not exceeding 180 days.
  2. Eligible for travelling allowance & daily allowance.
  3. No advance of pay will be allowed.
  4. No joining time shall be admissible for temporary transfer.
